What I’ve written to Birmingham Council about street preachers, buskers and amplification

Dear ……

I am writing concerning that PSPO for the city centre banning the use of musical instruments and amplification.

I write as one of the pastors at Church Central North, one of the churches in Birmingham.  We have members of our church involved specifically in Street Evangelism.

I would want to first of all recognise the challenge that the Council faces.  Noise pollution especially when at high volume and persistent can be a significant issue.  At the same time, the vast majority of preachers, entertainers and buskers are not doing this. Rather than contributing to a problem, they are part of the success of our city as a vibrant and diverse community.   They are being punished for the failings of others.

Secondly,  as I’m sure you are aware, nuisance is itself subjective and people may find other activities to be a nuisance.  It is my concern that this order sets a precedent that any matter reported as a nuisance may become reason for blanket bans.  

I therefore believe the measure to be disproportionate.  I am also disappointed that there has not been appropriate opportunity for community leaders from faith backgrounds to contribute to the consultation. 

I believe that there is a better way forward that will serve the interests of all and hope that this order will be lifted and a fuller consultation on how to achieve shared ends may then follow.
